This includes information contained in a binding legal agreement's documentation of the relationship between DoD and a represented group (Federal Labor Management Relations Program for all DoD civilian employees except those that the President has excluded from coverage by Executive Order) of direct hire employees (e.g., civil service, Non Appropriated Fund (NAF) employees). Relationships with unions representing non-U.S. citizens employed at DoD activities must remain consistent with pertinent intergovernmental agreements, local practices, customs, and DoD instructions.
