Negotiated Labor Agreement

Description: This includes information contained in a binding legal agreement's documentation of the relationship between DoD and a represented group (Federal Labor Management Relations Program for all DoD civilian employees except those that the President has excluded from coverage by Executive Order) of direct hire employees (e.g., civil service, Non Appropriated Fund (NAF) employees). Relationships with unions representing non-U.S. citizens employed at DoD activities must remain consistent with pertinent intergovernmental agreements, local practices, customs, and DoD instructions. The Defense Civilian Personnel Management Service (CPMS) must review and approve agreements pursuant to Title 5 Section 7114. The information may include (but not be limited to) signatory personal information (e.g., name, official title, organization), agreement narrative, date of final ratification.
