An Initiative is a construct for the management of resources. All IT/NSS [IT/ National Security Systems] resources must be managed in accordance with appropriations guidance and applicable expense and investment criteria. All resources will be reported within initiatives. Initiatives can be systems, programs, projects, organizations, activities or family of systems. (Source: FMR Volume 2B, Chapter 18, June 2004.) Within DCMO, especially when used in the context of systems and initiatives, the term initiative refers to non-system programs or activities focused on policy changes, data standards, or other business practice changes. |
