Description: The identification of authority transferred to or from the General Fund of the Treasury that is identified as temporarily not available to incur obligations and expenditures. Congress can specify availability and criteria for spending these funds. Funds temporarily not available may include budgetary resources subject to the cancellation of expired and no-year accounts, enacted rescissions, capital transfers, budgetary resources issued pursuant to public law, and other authority withdrawn.
