FSSA is paid to a DoD Military Service member based upon the certified application for FSSA that states the member's gross household income is within 130 percent of the poverty line (as determined under Title 7 USC, Sect. 2014, Para. (c)) by the U.S. Department of Agriculture (USDA). FSSA supplements the member's basic allowance for subsistence (BAS) to obviate the member's need for benefits under the food stamp program. | |
