The name of those attributes or characteristics of a System that are considered critical or essential to the development of an
effective military Capability and those attributes that make a significant contribution to the characteristics of the future joint force as defined in the Capstone Concept for Joint Operations. KPPs must be testable to enable feedback from test and evaluation efforts to the requirements process. KPPs
are validated by the Joint Requirement Oversight Council (JROC) for JROC Interest documents, and by the DOD Component for Joint Integration, Joint Information, or Independent documents. Capability development and
