The Service concerned must consider a member eligible for special rest and recuperation absence if each of the following is true:
- The member is eligible for Basic Pay.
- The member has a specialty that is designated by the Secretary concerned as imbalanced or under strength.
- The member is completing a tour of duty, including previously approved extensions, at a location outside the Continental United States.
- The member agrees to extend that tour of duty for a period not less than one year. |
