The Secretary of Defense may award an officer the Defense Distinguished Service Medal only when each of the following is true:
- The officer had direct and ultimate responsibility for a major activity or program that significantly influenced the policies of the United States Government.
- The officer's exceptional performance of duty and contributions to national security or defense were at the highest level.
- One of the following is true:
- The officer's direct and individual contributions to national security or defense were recognized as being so exceptional in scope and value as to be equivalent to contributions normally associated with positions encompassing broader responsibilities.
- The officer's duties bring the officer into direct and frequent contact with the Secretary of Defense and other senior officials within the United States Government. |
