This system function is used to establish the budget authority and allocation of funds to appropriate services and agencies as the beginning of the execution process. It receives the approved apportionment and program authority data from Office of Management and Budget (OMB) and Treasury Warrant data from U.S. Treasury to create the Program and Funding Document for allocation and allotment to different level of services and agencies.
